Playback Guidelines

Playback Guidelines


All requests for channel time on Fredonia Public Access Channels shall be processed on a fair and equitable basis, depending upon the availability of cable casting equipment and channel time. A distinction may be made between programs created and produced locally by community members and programs created and produced by people other than local community members. All submitted programs are subject to the approval of the Access Coordinator and Cable Advisory Board.
 

1.           A minimum of two days per week and 15 hours of time slots will be provided by the Public Access Coordinator for play back. The Public Access Coordinator may provide additional play back times beyond the minimum given adequate resources. The minimum play back times will occur between 7:00 a.m. and 11:00 p.m. during any given day.

2.    The  Access Coordinator will attempt to provide a variety of time slots allowing for a diversity of viewing times.

3.     

a.    An individual locally produced non-government, non-educational episode/program may be repeated up to two times per week, dependent upon the schedule and additional request for play back programming. A locally produced program may not be repeated more than three times in any given week.

b.    An individual non-locally non-government, non-educational produced episode/program may be repeated up to one time per week, dependent upon the schedule and additional request for play back programming. A non-locally produced program may not be repeated more than two times in any given week.

c.    An individual government or educational program may be repeated up to three times per week, dependant upon the schedule and additional request for play back programming.

d.    An individual government/educational program may exceed the number of weekly playbacks on the government/educational channel (Cable Channel 17) listed above if a special request is made due to the timeliness of the program. If a special request is granted, playbacks may be scheduled up to two (2) times per day up to seven (7) days a week for three weeks, equipment and time permitting. To receive the additional times, the government/ educational entity will need to attach on official letterhead a request for the expanded air-times and a reason why for the request.
 

4.    The first two weeks' playback of a program can be locked in when the finished program is submitted. After that the playback times may be shifted to provide a variety of air times for submitted programs

5.    Live cablecast will have priority over a pre-recorded program. Examples: City Council, County Board, School Board, Live Sporting event or Theatrical performance or Concert.

6.     

    a.        A locally produced tape of the same program may be repeated up to a total of twenty-five times in any given three month period, however, it may not exceed that frequency over a three month period. It is recommended that a producer limit the number of times a show program can be repeated to twelve.

                   b.        A non-locally produced tape of the same program maybe repeated up to a total of twelve times in any given three month period, however, it may not exceed that frequency over a three month period.

                    c.        A government/educational program may be repeated up to a total of twenty-five times in any given three month period, unless a special request has been made.
 

7.    After a program has reached the maximum number of repeats it must remain off the air for at least six months and when resubmitted may only be shown a maximum of twelve times regardless of whether the program was created locally or not.

8.    When the Fredonia Area Access Facility is closed due to holidays, play back may be reduced due to the limitation of equipment.

9.    It is the responsibility of the cablecast producer to pick up tapes within ten days of the last cablecast. After ten days, the Access Coordinator assumes no responsibility for the tape.
